Had to try this one twice to find it. Second time around they had already found it for me - Uncovered the overgrown (with grass) valve box and even targeted it, making it impossible NOT to find. It is in the boulevard east of the mail boxes and behind the YIELD sign. The rest you can figure out easily once at GZ.
