Long Description:
This is a religious structure, a 21m high, wooden, red panted swing. It is located on a traffic island in front of Wat Suthat on Bamrung Mueang Road, and also in front of the Bangkok City Hall, in the Phra Nakhon District (the wealthier part of town). Overall, not difficult to find.

The swing was originally constructed in 1784 by King Rama 1, the founder of Bangkok (and the current dynasty of Thailand). Since then the swing has been moved several times, and has been refurbished several time. It was proclaimed a national historical site in 1949.

The significance of the swing is that it pays homage to the god Shiva. The use thereof re-enacts the creation of the world by Brahma and Shiva.

From what I gather, the swing was in fact used as a swing, this activity though was cancelled in 1935 due to the inherent danger. I note that there is no 'rope' present on the swing, perhaps to discourage extreme sport enthusiasts?
