The plaque reads;
In Loving Memory
Kevin C.
Gallagher
December 29, 1959 - May 29, 1997

The only thing I could find out about Kevin is that he and his brother, along with one other, filed for a patent for an energy absorber with a limit travel. This is something used on seat beat systems.
There is some Gallagher's that are involved in Stock Car Racing here in Macomb County. With the fact that this memorial plaque includes a set of crossed checkered flags, my thoughts are that he maybe from that same family of racers.

Location of the tree: On the Garfield Road side of Steffens Park.
