Long Description:
The Fourth Protocol of a nuclear non proliferation treaty between the USSR and the West precludes non conventional delivery of a nuclear weapon. In a power struggle within the ruling elite of the USSR someone has different ideas. Major Valeri Petrofsky is depatched to England to await components of a nuclear device. He will assemble the device near an American air base and set the timer. The explosion is to look like a nuclear accident.

Meanwhile MI5 agent, John Preston, has embarrassed his bosses by blowing the safe of a government official who has unauthorised NATO documents. As a punishment he is demoted to looking after airports and ports. At the port of Glasgow a Russian sailor is killed by a truck. In his possessions is a disk of polonium. Preston manages to convince the powers that be to let him investigate. He gets a lucky break when he sees Winkler, a Czech KGB agent arrive at an airport.

Preston follows Winkler to a beach café and waits in a house opposite. Eventually Petrofsky arrives by motor bike and meets Winkler. When Petrofsky leaves Preston follows in a van. Petrofsky gets a sufficient lead on the bike that he is able to ditch the bike and transfer to a car before Preston catches up. Preston does get lucky when Petrofsky is delayed in a traffic jam. Unfortunately Petrofsky clears the traffic jam and Preston and his van do some off road manoeuvres to get back on his tail. Preston manages to follow Petrofsky back to the house he has rented near the air base.

Petrofsky meets Irina Vassilievna, a bomb expert and they assemble the bomb in the house. Petrofsky then murders Vassilievna and starts to set the timer. Instinct stops him setting the timer, which is just as well as it is an instant device intended to kill him at the scene. Just at this time an SAS team and Preston burst into the house. Preston overpowers Petrofsky, but the SAS officer in charge kills him, saying he was ordered to kill him.

At the end of the film Preston’s boss dies and at his funeral he finds Sir Nigel Irvine talking with General Karpov. It dawns on Preston that this whole episode was a charade master minded between the Foreign Office and certain Russian factions. Winkler had been a plant to lure Preston to Petrofsky and Petrofsky was killed to stop him talking. Preston decides to let the matter drop after considering that him complaining is probably what would be to Irvine and Karpov’s benefit.
