Long Description:
Lionel Horsnell was an Hertford Artist, who was born there in 1932. He studied art at Harrogate School of Art and Leeds University. He specialised in watercolour paintings of the Home Counties and exhibited in several galleries. He died in 2011.
The watercolour painting was painted from the Market Place, with Shire Hall to the left of the picture. The today picture was taken slightly right of centre to avoid the sun on the camera lens.
